2005-current-- Jan Routt & Associates, LLC, Independent Contractor/Consultant works with businesses, drinking water utilities, agencies and associations serving the drinking water industry and business overall.
Co-leading Water Research Foundation- and Partnership for Safe Water-funded research to develop distribution system optimization criteria and guidance. This work involves 26 utilities across the US.
Working, with water systems and assistance agencies toward utility understanding of and compliance with Stage 2/LT2 M/DDBPR and other water quality regulations. Routt has lead national disinfection survey efforts and conducted corrosion control optimization studies.
A frequent presenter/trainer at local and national conferences and training events.

1999 -- 2005 (July) : Director Water Quality Kentucky American Repsonsible for water quality and environmental management responsibilities for water systems with multiple sources of supply through two treatment facilities throughout a distribution system serving approximately 300,000 people in seven Kentucky counties. She has been closely involved in day-to-day production operations toward dual objectives of compliance and efficiency. Developed operations procedures, compliance plans, and conducted operator training and worked with regulators and customers.
Significant strides were made with new developments in reservoir monitoring and treatment for algae taste and odor control. Treatment facilities were optimized for TOC removal including investigative studies of clearwell flow patterns. Changes in clearwell valving to improve flows reduced plant effluent TOC and brought the facility into reliable compliance. Extensive online turbidity and automated process monitoring and control programs were developed in conjunction with SCADA upgrades and to comply with LT1 IESWTR.
Much of her work in this interim has been in distribution systems working to optimize disinfection (nitrification & coliform control), corrosion control and aesthetic quality, through with good treatment and hydraulic management tracked with effective monitoring. Substantial online monitoring of distribution was implemented as well. She has overseen flushing and booster chlorination programs and has developed revised distribution procedures for main repair and installation monitoring. She has also provided input to state regulatory processes--most recently concerning routine Boil Water Advisory regulations.
Laboratories under Ms Routt's supervision maintained certifications for microbials, inorganics and organics (trihalomethanes and total organic carbon).
1992 - 1998: Superintendent Water Quality West Virginia American Supervised a water quality staff of eleven with responsibilities for water and wastewater facilities across West Virginia serving population of approximately 400,000 in numerous separate communities. During this interim Ms Routt served as an onsite coordinator/supervisor for the start up of a new, highly automated, regional treatment facility in Southern WV. This regional water supply project was embraced by all involved and was recipient of a national public-private partnership award. She also coordinated disinfection and DBP and corrosion monitoring and control programs for multiple WV systems, including booster chlorination in distribution systems. Laboratories under Ms Routts supervision attained and maintained certifications of microbiologicals, organics and inorganics drinking water analyses.
1991 Director Water Quality Control American Water Works Service Company Southern Region Direction of the water quality operations for facilities in five southern states (Kentucky, Tennessee, West Virginia, Maryland and Virginia). Key responsibilities were regulatory review, compliance program and report development and review along with process optimization guidance and design input on new projects. Ms Routt worked to remediate a coliform outbreak in one system and planned a chloramine conversion in this interim as well. Corroson control treatment was assessed and revised as well in multiple systems. This was during the onset of the Lead/Copper Rule and Surface Water Treatment Rule, so her communications; assistance and guidance were key to seamless compliance with these new, complex regulations.
1988-1990: Assistant Production Superintendent Kentucky American Supervised water quality and environmental compliance reporting and process optimization for two treatment facilities with a combined treatment capacity of 65 MGD and distribution system serving approximately 300,000 people. Directed various process changes to meet new requirements such as conversion from chlorine dioxide to chloramines for control of disinfection byproducts and maintained a reservoir taste and odor control program. Laboratories under Ms. Routts supervision attained and maintained certifications of microbiological and organics and inorganics drinking water analyses.
1986-1987 Production Supervisor Kentucky American Supervised operation of a 25-MGD conventional plant during a major capital renovation project--including SCADA and GAC filter retrofits. This included management of reservoir taste and odor control program and granular carbon filter studies and installations.
1984-1985: Chemist--Kentucky-American Water Provided plant treatment and distribution water quality supervision and direction, as well as certified lab oversight, while, also, serving as a chemical and microbiological sampler and analyst. In this role, Routt responded to customer water quality inquiries for all operations and developed reservoir management programs including algae taste and odor studies treatment protocols.
Industry Volunteer -- Routt has been an avid industry volunteer serving in AWWA and involved with leadership of Partnership for Safe Water for many years. These roles have broadened her utility knowledge and have enabled her to hone her technical, organizational and interpersonal skills and to foster professional relationships.
